Born on August 19 in 1953 in Chabarovsk.

In 1980 graduated from Moscow state university named after Lomonosov M.V., specialised in journalism.

From 1970 till 1973 served in the Black Sea Navy. From 1973 till 1986 - worked as a journalist. In 1988 graduated from the Academy of social sciences of the Central Committee of Communist Party. From 1987 till 1989 - special correspondent, deputy editor-in-chief of "Pravda" newspaper. From 1989 till 1991 - editor-in-chief of the magazine "Soviet militsia". From 1991 till 1992 - the head of the centre for public relations of the Ministry for Home Affairs of Russia From 1992 till 1993 - served for the Ministry of Defence of Russian Federation. From 1994 till 1995 - deputy head of the Press Committee of Russian Federation. From 1995 till 1996 - deputy minister of the Ministry for regional policy and ethnic issues. From 1996 till 1997 - the first deputy, stats-secretary - first deputy minister of the Ministry for ethnic issues and federal relations. From 1997 till 1999 - deputy head of the department, deputy head of the administration, the head of the administration, the head of the main administration, deputy Minister for home affairs of Russian Federation. From May 1999 till September 1999 - the head of the Office-Minister of Russian Federation of the Office of the Government of Russian Federation. From 1999 till 2000 - director of the State military courier service of the Government of Russian Federation. From 2000 till 2002 - director of the State military courier service of the Government of Russian Federation. From 2002 till 2003 - deputy minister for home affairs of Russian Federation, the head of the Federal migratory service of the Ministry for Home Affairs of Russia. Starting from 2003 till the present moment - the first deputy of the presidential representative in the North-West federal district.

From November 2003 - vice-governor of Saint-Petersburg.

Phd in law sciences.

Awarded the medal "For the merits" of the fourth degree, the medal "For the Honour", medals of USSR, Russia and foreign countries.
