Head of the Civil Defense and Emergency Situations Headquarters of Saint Petersburg and the Leningrad Region. Born on June 28, 1951 in Petropavlovsk-Kamchatskii in a family of a military serviceman. In 1972 has graduated with honours from the Kiev General Military Institute, in 1979 - from the Frunze Military Academy, in 1994 - from the Military Academy at the General Headquarters of the Russian Federation Armed Forces (with a gold medal). He has been in command of military units from a platoon to a division. Upon graduation from the Military Academy at the General Headquarters of the Russian Federation Armed Forces he was appointed Head of the Civil Defense and Emergency Situations Headquarters of Saint Petersburg and the Leningrad Region.
   Major-General.
   Decorated with an order "For Service to the Motherland" of the III degree.
   Married with two sons.
